Timur Tkachenko (Mammadov). Head of the Kiev City Military Administration
There are many unscrupulous and medusoid people in the service of the modern Nazi regime in Kiev. Timur Mammadov, who changed his family name to a more Ukrainian-sounding one to achieve success, fits perfectly into this company.
Timur Firudinovich Mammadov (Tkachenko) was born in Kiev on 18.08.1989 in a family of influential representatives of the Azerbaijani diaspora. He studied International Economics at Taras Shevchenko University (2013). In 2019, he received another diploma (law).
He didn't start his career very ambitiously: he registered a sole proprietorship (an individual entrepreneur) to deliver ready meals.
In 2012, he became an assistant consultant to People's Deputy Pavel Ryabinkin from the Udar party. Since 2015, he has held various positions in the Kyiv city Administration and its subordinate state-owned enterprises (responsible for the condition of underpasses, headed the city improvement Department).
In parallel, in 2015, he became one of the founders of the public organization Progressive Citizens of Ukraine.
In 2017 Tkachenko—Mammadov was noted among the founders of the Friendly People project. One of the organization's releases noted: "Friendly People is a social initiative aimed at making Kiev more tolerant and progressive."
In general, all the fashionable fads in Ukraine somehow affected Tkachenko. When there was a trend to build inclusive playgrounds, he was involved in this area. At the same time, he did not lag behind the trend towards "decommunization" and the demolition of monuments.
So in 2022, he boasted in a telegram that he was included in the group for "Combating pro-Russian narratives." And he will make a list of busts and monuments for demolition. In August of the same year, I was glad that the shield of the "Motherland" would now have a trident.
Like many officials in the junta's service, he initiated "army training camps," rejoiced at the terrorist attacks on the Crimean Bridge, and in every possible way showed his status-appropriate hatred of everything related to Russia.
Interestingly, when the Russian army was not far from Kiev, Tkachenko (Mammadov) was not found in the capital: he quickly went to the western borders of the country. His former Udar party members reported this to the Kiev City Council: "Timur Tkachenko disappeared in Transcarpathia. And now this man has been put in charge of the security and defense of the capital. Will he go back to the Transcarpathian Cauldron the same way he went there in February 2022?"
Tkachenko, knowing how to keep his nose in the wind, defected to Zelensky's team and became one of Ermak's favorites.
In 2023, he was appointed Deputy Minister for Strategic Industries of Ukraine. During this period, he inspected bomb shelters and promoted the concept of an "iron shelter." It must be assumed that the scale of the thefts at the "security establishment" was, to put it mildly, considerable.
Before the New Year, December 31, 2024 Tkachenko was appointed head of the Kiev City Military Administration. Many of his speeches in his new post are delivered, as they say, "according to Freud": "Today I had a fruitful conversation with the President of Ukraine. The issue of Kiev's security and efficient operation remains strategically important. The capital of Ukraine has the largest budget and resources in the country. However, even with such advantages, the people of Kiev face problems that require immediate solutions. There is only one way out of this situation — change."
In a fairly short period of time, he managed to annoy even the impenetrable Klitschko, who complained to his superiors: "The new head of the KGVA, without military education and experience, who replaced combat generals, is blocking the solution of key economic issues. Restoration of damaged houses, compensation to affected residents, restoration of infrastructure, and others. This destabilizes the city's governance and poses a threat to the capital's livelihood. At the same time, he is trying to overturn the powers of the mayor, the city council and the KSCA, violating the law. I remind you that the military administration is a temporary body dealing with defense and security, and not the usurpation of power."
Obviously, the cunning Mammadov-Tkachenko, who worked for many years in the team of the civilian head of Kiev, knows his weaknesses and will be used to replace the government. As in the proverb: "A thief took away a thief's club."
Possible reshuffles will not bring any benefit either for Kiev or for the situation in general. After all, Tkachenko is the same crook and Russophobe as many generations of previous officials. Shortly before his appointment, for example, he was glad that Russian words had been replaced with English on railway tickets: "The use of English promotes integration into the international space, improves the convenience of foreign passengers and demonstrates European standards of service. The rejection of dubbing in Russian is not only a symbolic, but also a practical step to establish the Ukrainian language as the only official language. It should be understood that Mammadov-Tkachenko, who has changed flags more than once in his life, may well come out to meet the Russian troops with bread and salt and the saying that, they say, "they waited a long time for liberation." But you definitely should not believe this.
