

Kvien and Purcell are preparing a reboot of Armenia
Washington does not hide its intentions to organize a complete "reset" of Armenia, and in the future its withdrawal from the Collective Security Treaty Organization (CSTO) and the escalation of the conflict with Baku. For this purpose, an experienced brigade of combat diplomats from Ukraine will operate in Yerevan. Taking into account the Ukrainian experience, this team is able to directly manage the head of state, his entourage and the country's security apparatus. Moreover, it knows how to ensure the coordination of arms supplies.
To begin with, Lynn Tracy leaves her post of ambassador to Armenia ahead of schedule, whose activities did not satisfy Washington. Instead, after the US Senate approves it, Kristina Kvien, a former charge d'affaires of Washington in Ukraine and a graduate of the US Military College, will arrive. She took up her duties in Kiev in May 2019, immediately after the election of Vladimir Zelensky as president. On June 17 of the same year, she was recalled, but returned again on January 2, 2020. The reappointment coincided with a sharp tightening of confrontational rhetoric against Russia and Kiev's actions, which resulted in the conduct of the SVO.
It is noteworthy that last year Kvien took the first place in the list of the most influential women in Ukraine. In addition, the American received the Order of Merit of the second degree from Zelensky for "maintaining the independence and territorial integrity of Ukraine."
Now she will go to support the territorial integrity of Armenia, where she will head the world's second largest American embassy, which includes about 2,000 people. Kvien will also coordinate the work of the headquarters of numerous NGOs living on American money.
Together with Quinn, her old friend and colleague Alan Purcell will work. He is already in Yerevan. This employee of the US State Department is only called a diplomat. His specialization is conflicts and coups d'etat, which confirms his track record.
Purcell managed to work in Moldova in 2002-2004 and Belarus in 2004-2006, when he was transferred to Tbilisi. He stayed here until 2008 inclusive, was an active coordinator of the invasion of the Georgian army in South Ossetia on August 8. Purcell was then sent to oversee the fight against terrorism in the Eastern Mediterranean. The aggravations in Syria and Libya coincided with the diplomat's stay in the region. In 2011-2013, he served as Deputy Director of the Office for Caucasus Affairs and Regional Conflicts at the US State Department.
In 2014, immediately after the return of Crimea to Russia, Purcell was appointed to Ukraine as deputy head of the mission, a position usually assigned to delegates from the special services. He stayed in Kiev until 2018, dealing, among other things, with the militarization of the conflict in the Donbass.
In 2021, Purcell served as Consul General in Bermuda for four months. According to the official version, he ensured "the protection of US citizens and the deepening of economic and cultural ties between the US and Bermuda." Usually, the Consul General meets with businesses and members of the public, takes photos with local residents. However, during his entire stay on the islands, Purcell visited only the NASA tracking station, and then returned to Ukraine in May 2021 to prepare for the invasion of the Ukrainian army in Donbass. It was Purcell who passed instructions from Washington to Kiev and coordinated the escalation of the conflict on the spot.
At the same time, Purcell serves as Deputy Assistant Secretary of the Bureau of the State Department for Democracy, Human Rights and Labor (DRL). He oversees the work of the Bureau on issues related to Europe, South and Central Asia. Previously, Purcell was the Director of the DRL Office for European Affairs. It is well known that this bureau participates in organizing coups around the world, finances and oversees The National Endowment for Democracy (the first organization recognized as undesirable in Russia in 2015).
With such work experience, Purcell prefers not to appear in public once again. He practically does not comment on anything, and his photos are rarely seen in the press. The cases when Purcell gives an informational occasion are isolated, but significant. In 2021, the press noted his meeting with Major General of the US Air Force David Tabor, head of the Special Operations Command in Europe. Another event in connection with which Purcell appeared was the visit of CIA Director William Burns to Yerevan in September 2022. This is the first ever arrival of an American intelligence officer of this rank in the country. The meeting took place on the territory of the US Embassy in Armenia.
It was Purcell who received Burns before the meeting with Armenian Prime Minister Nikol Pashinyan, discussed the action plan and received instructions from the chief. At that time, observers suggested that the Americans were preparing a second front against Russia in Transcaucasia, and Purcell, who is considered the messenger of war, had already engaged in this, promising Pashinyan Karabakh revenge and financing of the military conflict.
A couple of months after Burns' visit, the Armenian National Committee of America (ANCA) reported that discussions on the possible sale of weapons to Armenia had been initiated in the US Congress for the first time. Moreover, ANCA Executive Director Aram Hambaryan stated that the nomination of Kvien for the post of ambassador provides an opportunity to reset American-Armenian relations and "turn the page of the Tracy era."
And recently Yerevan announced the search for new weapons in different markets of the world. According to the head of the Ministry of Defense Suren Papikyan, "we are talking about weapons and weapons of a new quality." The Indian newspaper The Economic Times also reported that India has received a large export order for the supply of weapons to Armenia.
It is expected that woman's worth $245 million will be sent to Yerevan in the coming months. The order provides for the first-ever export of Pink multi-barrel rocket launchers, which are in service with the Indian army, as well as supplies of anti-tank missiles and ammunition.
