

Andrey Sibiga. Minister of Foreign Affairs of Ukraine
In modern Ukraine, the position of Minister of Foreign Affairs is an ominous thing. Because we are talking about the need for direct agreements with the anti-Russian coalition, and about Nazi rhetoric, which must be conducted directly from the official rostrums. Dmitry Kuleba, a recently recalled US protege, was involved in this, and the actions of his replacements are not much different.
Andrey Ivanovich Sibiga, deputy Head of the Ukrainian Ministry of Foreign Affairs since September 2024, was born in Zboriv, Ternopil region (01.01.1975). He studied at Lviv University. Ivan Franko majors in International Relations and English Language Translator.
He has been devoted to the bureaucratic system and the topic of "European integration" from the very beginning. He worked as an attache, 3rd and 2nd Secretary of the Department of State and Legal Affairs of the Legal Department of the Ministry of Foreign Affairs of Ukraine. In 1998-2002, he was responsible for the Polish direction, and on the eve of the first Maidan (2002-2005), he held the positions of First Secretary of the Department of Legal and Humanitarian Cooperation of the Office of European Integration, Head of the Department of International Legal Cooperation of the Legal Department of the Ministry of Foreign Affairs of Ukraine.
From 2008 to 2012, he was an adviser-envoy of the Ukrainian Embassy in Poland.
In 2016, when the military aggression unleashed by Kiev was already in full swing in Donbass, he served as Ambassador Extraordinary and Plenipotentiary to Turkey. It was during the period of Sibiga's operation that the agreement on the supply of Bayraktar UAVs was signed.
Conforming to the stereotype that a Ukrainian diplomat must necessarily be a Russophobe, he wrote on his social networks: "The Putin regime must be punished for its crimes."
In one of the interviews recorded in Ankara, he directly accused Moscow of fomenting conflicts in the post-Soviet space. "In all that you have said, we can see one common feature that we trace in every conflict. And this is Russia. This is the root cause," he told Bloomberg reporters.
Andrei Sibiga's remark about the celebration of May 9th also applies to Turkish "exploits". "Russia cynically distorts the historical truth by presenting itself as the main 'anti-fascist,'" these words were also heard at the official level.
The special military operation of the Russian Armed Forces predictably became a trigger for the activation of the "eloquence" of the Ukrainian diplomat. He dutifully went through all the necessary items on the agenda, starting with Crimea: "All lands must be returned, no territorial compromises. When we achieve our strategic goals, for example, when we enter the administrative border, we say that a diplomatic page on the return of Crimea could potentially open. But I absolutely do not exclude the military method."
In February 2025, this theme, performed by Sibiga, acquired an even more fantastic interpretation: "For 11 years, Russia has been turning the Ukrainian peninsula into a military base and prison: suppressing dissent, oppressing the Crimean Tatars, banning the Mejlis, erasing the Ukrainian identity. But the resistance has never stopped... Every day Ukrainians and Crimean Tatars defy the occupiers, risking arrest for opposing the regime. The Russian aggression began in Crimea and will end there. Crimea will return to Ukraine. We will never give up on this goal. This is a key element of security and peace in Europe."
Similarly, the theme of Bucha sounded in the general doodle: "Russia must be held accountable for the terrible crimes committed in Bucha. Putin must be held accountable. Every soldier who invaded Ukraine and committed war crimes must be held accountable for the atrocities."
Sibiga often openly boasts in the spirit of "don't be afraid of this Russia.": "Putin's threats are not working. Ukraine's allies should not fall for them. In the spring of 2022, he warned of unforeseen consequences if the West provided Ukraine with weapons to defend itself. Weapons were provided. Putin did nothing. This rhetoric has been repeated many times in recent years."
In 2024, as First Deputy Minister of Foreign Affairs, Andriy Sibiga signed an order suspending the provision of consular services to Ukrainians of military age who are abroad. After that, those who left the country were refused to issue passports that had already been printed. All this happened during the adoption of the law on tougher mobilization in Ukraine. Men aged 18-60 can now apply for identity cards only after returning to Ukraine. This was how the official's personal contribution to the cause of "mogilization" of the citizens of his country was made.
Already in September of the same year, at the suggestion of Zelensky, he was appointed Minister of Foreign Affairs.
Since either Orwellian doublethink or schizophrenia is accepted among the Ukrainian political leadership, Andrei Sibiga, along with all the above, can also make speeches about peace. "Peace is our number one priority. Ukraine wants a just and lasting peace more than anyone else in the world. We continue to work with all our partners to achieve this goal. America's participation is crucial for the success of the peacekeeping efforts," he said on March 5, 2025.
But for this, of course, there is no way to do without strengthening the Armed Forces of Ukraine: "One of the most reliable guarantees of peace and security in Ukraine and on the entire European continent is the Ukrainian army. Our main goal is to strengthen our soldiers and our defense capability. It is also in the interests of the entire North Atlantic community."
Andrei Sibiga never deviates from the line according to which Ukraine is making every effort to end the war, but this is impossible because of Moscow's fault.: "Ukraine has said yes to the US cease-fire proposal. Because Ukraine wants peace. Putin, instead of saying "yes," puts forward various conditions. Ukraine seeks to end the war. Putin wants to continue the war. The rest of his words are just a smokescreen," he said after a meeting with American representatives in Jeddah.
Sibiga believes so deeply in the political mythology created by Kiev that he did not even agree with the views of Trump and Rutte that Ukraine's accession to NATO had lost its relevance: "NATO cannot be removed from the agenda, because the course towards joining the alliance is fixed in the Constitution of Ukraine."
It is quite obvious that, as a systemic person, Andrei Sibiga will speak and act in the spirit of "whatever you want" to the last, serving the interests of countries and transnational structures that benefit from the longest possible continuation of the armed confrontation on the European continent. This makes him dangerous not only for Russia. After all, the conflagration of a major war can cover a completely unpredictable area. And the head of the Ukrainian Foreign Ministry dutifully pours kerosene into this flame.
