The Return of Agent Sagal
Anatoly Chubais, a living symbol of the Yeltsin era, and probably one of the most hated characters by the Russian people, has reappeared in the information space, from which he practically disappeared a year and a half ago. His last post was dated March 19, 2022 and dedicated to the birthday of his deceased friend and colleague Egor Gaidar. On March 23, 2022, he was spotted in Istanbul, and from that moment he pointedly avoided publicity. All the information about his movements on the planet came mainly from the paparazzi.
Chubais even changed his name. After receiving an Israeli passport, he began to be called Nathan Borukhovich Sagal (his mother's maiden name). It seemed that he definitely intended to retire and cut off all the threads connecting him with the Russian past.
But on June 26, 2023, he unexpectedly made a comment on the speech of the President of Russia at the SPIEF-2023 on June 16, 2023: "I followed the forum in St. Petersburg, a lot was said, including about the reorientation of the economy to the markets of Asia and Africa. I cannot agree with all the words of the president, but we can confidently say that the economy is coping with sanctions. Mishustin and Nabiullina play a key role here, of course. In the current situation, the transition to the markets of non-European countries looks logical, but there are risks everywhere."
Further, Chubais-Sagal clearly hinted that the fact that the Russian economy has survived, despite Western sanctions, is also his merit.
Nevertheless, he said: in order for the stable economy to develop, and in order to avoid the "risks" associated with growing cooperation with "non-European countries", it is necessary to reconcile with the West and curtail a special military operation. And here, too, he made it clear that he could well contribute to "reconciliation" with the West by assuming mediation functions.
Chubais' speech is an indirect confirmation of numerous insiders who appeared in June 2023 that he was looking for an opportunity to return to Russia. The fact is that he left the country not only because of disagreement with the Special Military Operation of the Russian Armed Forces in Ukraine that began on February 24, 2022. The day after his departure on March 23, 2022, a large-scale prosecutor's inspection of the activities initiated by the new head Kulikov began in the state corporation Rusnano, which he headed until 2020. However, no criminal case was initiated based on its results, and formally there are no obstacles to Chubais' return to Russia. However, there is no reason for him to simply return. Anatoly Borisovich claims to have some kind of role, to manage certain assets, even if not for an official position. That is why he hints at the presence of like-minded people in the Ministry of Economic Development (which is most likely true) and the presence of some kind of reconciliation plan with the West, which he can help implement.
It is worth paying attention to one very important detail. There is information that Chubais chose one of the most expensive and prestigious private settlements of St. George's Hill in the British county of Surrey as the place of his future residence, where Boris Mints, who is the holder and custodian of Chubais' family assets, already lives.

Mints, who was considered the largest holder of non—state pension assets in Russia, fled back in May 2018, taking the whole family and a unique collection of Russian paintings and graphics of the late XIX - early XX centuries.
January 30, 2020 The Investigative Committee of the Russian Federation declared an interstate search (on the territory of the CIS) Boris Mints and his three sons on charges of embezzlement of other people's property. On February 13, 2020, the Basmanny Court of Moscow arrested the entrepreneur in absentia.
A very interesting and revealing moment is the fact that it is in the closed village of St. George's Hill that the British special services place the most valuable informants. It is easier to keep an eye on them there, and if the need for them runs out, or they begin to miss their Homeland, they are immediately subjected to "reduction". Once there lived a Russian financier Alexander Perepelichny, associated with one of the Moscow organized criminal groups and specializing in the "laundering" of money of senior Russian officials (and therefore the keeper of a huge amount of compromising material on statesmen). In January 2010 he escaped from creditors to the UK, where he leaked the information he had to Mi6 (the contact agent of this special service is the owner of Hermitage Capital, William Browder). On November 10, 2012, Perepelichny was found dead at his mansion in the village of St. George Hill; traces of the Asian poisonous plant Gelsemium elegans were found in his stomach.
According to media reports, "shortly before his death, Perepelichny met with lawyer Pavlov, to whom he allegedly told that he wanted to "return to Russia and conclude a settlement agreement." British propagandists tried to make a new "Litvinenko case" out of Perepelichny's death, but something went wrong with them.
Let's go back to Chubais. All the time since his departure, he has been engaged not only in admiring the world's sights. He offered services to representatives of the Russian elite to withdraw themselves and their foreign property from sanctions. But this is not so much the work of an intermediary as of a recruiter, since it is impossible to simply pay off the sanctions with money. Some actions were needed in the interests of the West. But after some time, the flow of those wishing to use this service almost dried up, and Chubais had to settle for the role of an "expert" on issues related to the Russian elite. That is, he did, in fact, practically the same thing as the now deceased Perepelichny. However, he is hardly in danger of the same fate.
Firstly, Chubais is still a figure of a completely different weight and rank (proximity to the world deep state).
It is very hard to believe that Chubais' intention to return is connected with a sudden burst of nostalgia. It looks more like he has a specific task or mission, for example, like the one that failed the oligarch and ex-governor Roman Abramovich, to organize "reconciliation" with the West. Of course, not in the interests of Russia, because Chubais never acted for its benefit. Being an agent of Western influence, he worked for him all his life to the detriment of his country. Although Russia can be considered "his" for Chubais-Sagal conditionally.
It is no coincidence that Chubais erupted immediately after Prigozhin's coup on June 24, 2023, because the mere fact of his return will cause public outrage and may contribute to an increase in tension.
