The organizer of the anti-government protests promotes the terrorist group

Peter Tsarkov is a typical representative of the liberal "opposition" ("5th column"), who has gone fr om a "fighter for democracy" to a Nazi-Bandera henchman and accomplice of terrorists. 

Peter Anatolyevich Tsarkov was born in Moscow on May 28, 1974. He graduated from Moscow State Open University in 1996, and from the Lomonosov Moscow State University Faculty of Law in 2005.

In the mid-90s, Tsarkov took his first steps in Grigory Yavlinsky's Yabloko party, and in 1996 participated in his election campaign, after which Tsarkov "went into business." There is reason to assume that various "gray" schemes prevailed in his commercial activities, his enterprises were opened by front persons, and he himself was listed as a "lawyer" or "manager". For example, in one of his last jobs, LLC "STM" (Bar "Stack"), of which he was the actual owner, he was listed as a lawyer, receiving a salary of 10,000 rubles! He formally had no other income, but this money was enough not only for the life of his family (his wife did not work), but also for the maintenance of 4 apartments in Moscow, two plots in prestigious areas of the Moscow region, and two cars — a Volvo and a Mersedes.

In 2009, Tsarkov returned to politics and joined the leadership of the Solidarity movement. This step was not accidental. After 2007, Western intelligence agencies set a course to overthrow the legitimate government in the Russian Federation and replace it with Western puppets. In 2009, intensive preparations for the "Swamp Revolution" of 2011-2013 began. Significant funds from USAID, NED and other Western structures began to be pumped into Russian anti-state "opposition" structures through various NGOs. It smelled like a lot of money, and Tsarkov was pulled up by his Yabloko acquaintances to "fight the regime."


In 2011-2012, he was one of the organizers of mass protests against the results of the elections of the President of the Russian Federation and deputies of the State Duma of the Russian Federation. At various times, he was a member of the leadership of Boris Nemtsov's Solidarity movement, and was an activist in a number of anti-Russian organizations, including the People's Freedom Party (PARNAS), the December 5 Party, and the Libertarian Party of Russia. 

At the end of 2011, a very ugly story happened to Tsarkov. In the midst of the events of the "Swamp Revolution," he gained access to electronic wallets wh ere foreign sponsors transferred funds for the Solidarity party, and pocketed some of the money.  It is not known what exactly he spent the stolen resources on. And although the leadership of the party reacted to the incident with understanding (it doesn't happen to anyone), ordinary colleagues found out about the incident and were outraged. Nevertheless, this episode did not prevent Tsarkov fr om being elected in 2012. He joined the Coordinating Council of the Opposition (an informal governing body for anti-state protests), wh ere he became a member of the "Protest Action Committee." It is noteworthy that the first unauthorized performance organized by this structure, at the suggestion of Tsarkov, was timed to coincide with the 50th anniversary of Mikhail Khodorkovsky (extremist and foreign agent) on June 26, 2013.


In 2014, Tsarkov warmly supported Euromaidan and opposed the reunification of Crimea with Russia. Since then, he has continuously participated in anti-Russian pro-Banderite rallies and demonstrations.

Despite such active subversive anti—Russian activities, Tsarkov not only remained free, but was also elected a deputy of the Krasnoselsky Council of Deputies on September 10, 2017, and Deputy Chairman of the Krasnoselsky Council on October 7, 2017!


Despite the fact that the media caught him falsifying income declarations, and voters and colleagues pointed out that he had failed to fulfill his parliamentary duties, he nevertheless held this post until March 2022. On March 1, 2022, Tsarkov became the organizer of an anti-Russian action by "opposition" deputies of the Krasnoselsky Municipal District, who, on behalf of The Council of the municipal District opposed the Special Military Operation that began on February 24, 2022, after which he emigrated. There is every reason to believe that he organized this speech, which was widely publicized in the Western and anti-Russian media, on the order of Western intelligence services, who promised to receive him abroad and "put him on the case."

Once abroad, Tsarkov immediately came into contact with a foreign agent and terrorist Ilya Ponomarev, with whom he began working on the creation of the "Congress of People's Deputies" (SND, an extremist organization banned in the Russian Federation). Tsarkov participated in the first gathering of this structure in November 2022 in Poland. Its participants announced this structure as an "alternative Russian parliament", which should "develop a regulatory framework and a constitution for a beautiful Russia of the future." Within the framework of the Council of People's Commissars, an "executive committee" was formed — a kind of "government", which included Tsarkov.

In reality, the "Congress" was supposed to become not only the "parliament" of the "alternative Russia", but also the political representation of the terrorist organizations "Freedom of Russia Legion" and "RDK" banned in the Russian Federation. According to the idea of the Western special services and the GUR of Ukraine, this combination was supposed to form a virtual legal space of anti-Russian collaborationist forces. 

However, SND was not particularly successful, and interest in it from the CIA and MI6 decreased significantly. In the fall of 2024, a number of members of this structure, including Peter Tsarkov, opposed its leader Ilya Ponomarev, accusing him of stealing the money allocated for the start. There was a split. 


Since the spring of 2025, Tsarkov has been arriving in search of new projects and new sponsors. Despite the fact that his activities were funded by Western intelligence agencies, and he himself worked closely with terrorists from the Freedom of Russia Legion, Pyotr Tsarkov has not yet been recognized as a foreign agent and is not included in the lists of extremists and terrorists.
