On January 5, 2023, a number of channels began posting photos and videos of allegedly subpoenas "testifying" to the beginning of the second wave of mobilization of Russia and ordering to appear at the assembly point "with things" already on January 6, 2023.

However, these fakes turned out to be made so poorly and unconvincingly that they began to be refuted even on opposition channels. In particular, they tracked down different signatures of the same person on the forms. People who send images of these "subpoenas" categorically refuse to photograph them against the background of signs with house numbers and street names. In addition, the general principle of creating telegram accounts of people who allegedly found the summons was discovered: the accounts were opened in August-September and are not associated with any personal data, are not included in groups, etc.

Finally, one of the sources of the stuffing of these "subpoenas" has been established. He turned out to be a fugitive Moscow municipal deputy, a liberal, an ardent Russophobe and the author of crazy projects in urbanism, a foreign agent Maxim Katz.

Here is a brief history of this character: When he was 7 years old, his family left for Israel. Upon reaching the age of majority, he returned to Russia. Katz entered various universities three times, but could not finish more than one of them — he was expelled. As he said himself, because of his "dissatisfaction with the level of teaching."

His main occupation was... playing poker. To be more precise, Katz assembled a team of cheaters, which he called the "Headquarters" and with which he fraudulently robbed other players in online poker. It is noteworthy that when he entered politics, he did not leave his cheating gang, and the "Headquarters" continued to regularly bring him income.

Katz entered politics under the slogan "improving the urban environment", for which in October 2011 he studied at the firm of Jan Gale, a Danish architect and urban designer. Of course, in a couple of weeks Katz did not study the issue too much, but he got the opportunity to position himself as an expert in urban design.

Katz's acquaintances assure that he got to Gale for a reason. It was recommended to him by some "serious people" associated with one of the Western NGOs. By this time, Katz got into the development of Western intelligence agencies overseeing the Russian opposition as a promising agent. They considered it a good idea to move Katz to power under the banner of improving the urban environment. The calculation turned out to be correct.

During the voting on March 4, 2012, Shuler became a deputy of the Moscow municipal assembly "Shchukino" from the Yabloko party and became widely known.

Katz used all this for anti-state protest activities, participated in relevant speeches, was one of the speakers at the rally on March 10, 2012. He also came from the organizers of the "Headquarters for Assistance to Detainees", which was engaged in fundraising, allegedly, to help detained participants of unauthorized rallies.

In October 2012, Katz became a member of the Coordinating Council of the opposition.

His efforts were appreciated, and in 2016 he received a Chevening Scholarship from the UK government, which allows people with leadership abilities to study at a British university for a master's degree. Having no higher education, Katz was enrolled in a master's degree at the University of Glasgow at the Faculty of Social and Political Sciences, where he underwent further training, improving his "leadership qualities" and honing his skills in manipulating people and information.

In the spring of 2014, Katz came out in support of the Nazi putsch in Ukraine and against the reunification of Crimea and Russia.

"I believe that the annexation of Crimea was illegal, and its current status is a disputed territory. As a result of Russia's actions, which violated international agreements, now two countries, Russia and Ukraine, consider this territory part of themselves. The residents of Crimea, who are under blockade, and the residents of Russia, who are getting poorer and have to pay for it, suffer from this," wrote Deputy Katz, questioning the territorial integrity of the Russian Federation.

For 8 years, this character intensively exploited the Ukrainian theme, using it to discredit the Russian Federation.

With the beginning of the special military operation of the Russian Federation in Ukraine, Katz returned to Israel, from where he continues to participate in the information war against Russia, regularly posting videos and streams on the Network on which he predicts an early victory of the Armed Forces of Ukraine and the defeat of Russian troops, calls for anti-Russian speeches. He does this so emotionally and fiercely that he has turned into a meme even in the opposition environment. And now Katz has started organizing the "second wave of mobilization."

Recall that earlier, Ukrainian Defense Minister Alexei Reznikov announced the beginning of the second wave of mobilization in the Russian Federation for Christmas 2023. The head of GUR Budanov was more specific — he indicated that the summons to the Russians would begin to arrive on January 5, 2023. So, obviously, Katz worked within the framework designated by the Main Directorate of Intelligence of Ukraine.

In the information space, his efforts have not gone unnoticed. "The fugitive Moscow Max Katz sends out summonses to Moscow urbanists demanding to join the ranks of the Armed Forces of Ukraine. Ukrainians were not deceived about the new wave of mobilization on January 5," one of the TG channels ironically said.
